STEPS & TIMELINE
The following table breaks down the program application process to three stages
with a total of six steps. Each step must be completed before continuing to the next.
STAGE I

estate unit to accompany your application.

Collect application documents and pay processing fees.
STAGE II
PRE-APPROVAL

Due diligence and background veri fi

STEP 4
Decision in principle is delivered.
In case of approval, applicant is invited to proceed with
the contribution and the investment.
STAGE III
NATURALIZATION

Month 6
STEP 5
Travel to Montenegro to submit residence application
and have biometrics collected. Citizenship application is
submitted during the same trip.

Receive naturalization certi fi

RESIDENCY PERMITS
Foreign nationals can apply for a Temporary
Residence Permit through purchasing real estate
Permits last for 1 year and can be renewed annually
and extended to immediate family members and
next of kin
Other conditions for temporary residence include
employment, study or family reunification
Permanent residency can be granted to Executive
Directors who own at least 51% of a company’s
shares or as a result of marriage
As a formality, foreign nationals leaving Montenegro
for longer than one month each year must notify the
authorities when leaving and upon return
